I mean, they could have made some backup plans just in case but firing a second shot was impossible the way it was written in the novel. In the novel it never fell from the sky, it just stayed floating with it's head gone and recovered after a brief pause. Afterwards, the beast started chasing the robot and there was no time to fire another shot since it could close the gap faster than it takes to fire again.

Here it does seem that they are a bit too complacent and celebrating early.
